Susumu Tamura designed the Tube Screamer for MAXON who soon licensed it to Ibanez as they had no international distribution and Ibanez could much easier sell pedals to their guitar dealers. It was designed for the average young player with a single channel clean channel combo to give them more of a Brit sound with a bit of dirt. Oddly the ts was more popular with guys with stacks wanting more dirt and players with combos wanting a better more aggressive fatter OD to keep up. So Maxon had Susuma design  a pedal with more dirt but also fixing other complaints of weak lows and lower mids. It too became a hit but as more and more higher gain pedals came out by many new makers it died off. Like everything old it becomes cool again to a niche market. The 'cork sniffer' reviewers jump on it and it soon becomes a 'Must Have', LOL
It has the classic layout of Volume, Gain and Tone.
CONCLUSION___
In spite of all the hype and bull the pedal is and always has been a very good pedal. It has some balz and the the sound has more of an tube amp thing going on. 
There was of course an Ibanez version but at the moment only a Turbo version is available.

If you like this you must check ot the BOSS OD-3 which also has Cool  & not Cool issues. 
It will eventually get its turn for a revival. I have noticed it has unusually higher 
resale over the last year. I think it has caught itself a 'COOL-d'
